The Sidney City Council will take up a number of issues when it meets this Tuesday evening at 7:15 PM in the Sidney City Council Chambers. Among the items for consideration:
Boot Hill Cemetery Chairperson Cathy Wilson makes a request for firearms discharge as part of the Pony Express Ceremonies.
Mayor Dave Wiederspon will make a formal recommendation to the city council on names for consideration to replace Dave Zackowski and Harold Perkins, both of whom have elected to forego further service on the city's planning commission. After a public solicitation in the Sidney Sun-Telegraph, Jeff Campbell and Tom Dial have both expressed interest in the position. Each man provided a letter expressing their intent to help the people of Sidney and detail some of their experiences they felt would be beneficial to the community.
In his letter, Campbell wrote that as a business owner in Downtown Historic Sidney, he feels, "Now is the time for me to give back to the community and serve to the best of my ability." He also detailed how his eight years of active military service and travels abroad and in the U.S. has given him a unique set of tools to perform in this capacity.
According to the information in Tom Dial's letter, he detailed numerous volunteer service participation as a Docent with Oklahoma City, member of the committee for Urban Development, helped secure funding that led to small business growth and development and served on the Capital Long-Range Improvement Committee for Minneapolis. He also was most recently a participant in the Leadership Cheyenne County. Dial feels that the culmination of his experiences will, "hopefully allow me to provide some small value to the current planning process."
The design of the bulb outs, including the 12 radius has caused public concern and comment about the potential impact for drivers and large trucks. At the Mayor's direction, the plans were asked to be modified under several plans and those plans will be shown to council Tuesday for formal consideration. Several business owners have commented on the functional issues, which the city has dismissed as an optical illusion that people will learn to adjust to. One of the changes being considered will reduce the radius of the bulb out from 12 foot to 8 foot. According to a memo to city council, reducing the size from 12 to 8 ft would only represent a $4,300 savings since the size of the crosswalks would have to be extended by the reduced size. City Manager Gary Person said that reductions smaller than 8 foot would potentially cause problems with the structure of the matching grant and would discuss those options at the council meeting Tuesday evening.
Several ordinances that need revision will be discussed as well. The proposed changes to the ATV ordinance will be brought up again as new terms for UTVs and small, "mini-trucks" are added to the ordinance. Additionally, the dog license fee increases by a state-mandated fee of one dollar will have it's second reading.
Chadd Bragg and Dale Herr will make a request to have the alley between their properties at 2727 Verde Lane and 1226 Alvarado Ct be vacated. In a memo to city council, City Inspector Jim Pelster wrote that after meeting with the two petitioners and city staff, they felt that vacating the alley would be permissible as the property in question was not being used as an alley or utilities easement.
Several modifications to the city ordinance for wellhead protection will be considered as well. Please see the supporting documents under agenda 10 for a detailed breakdown of the new changes. The ordinance modifications will be part of a public hearing, followed by a 30 day public comment period.
City council takes the previously tabled motion dealing with panhandling back up and will address concerns from the public and public safety officials, particularly at the I-80 interchange and east Old Post Road near Runza, Walmart and other businesses.
Fees for East Old Post engineering work in the amount of $10,604.00 is due and payable to the firm of M.C. Schaff & Associates and a resolution authorizing payment of that amount will be considered.
